Is it a sin to think bad thoughts?

thoughts aren't like other actions; if you try to stop them you'll probably think more. and who knows where thoughts arise from? can we be held responsible for our "evil" thoughts, in the eyes of God? nevermind if they manifest into something tangible; can thoughts alone be considered sin?
