Transferring out of community college in 3 years?

i just switched my major and found out it's going to take me an extra semester to transfer out of community college (it's spring semester of my first year here). if it only takes me an extra semester, will i be able to apply for spring 2012 or would i have to wait until fall 2012? i plan on transferring to a few UC's such as SB, Irvine, LA etc. and a few CSU's (LB, Northridge). would they care if it took me 3 threes to get out of community college? would it lower my chances of getting accepted?
