Why do they keep saying there is a shortage of engineers in America?

i don't think they see the evidence of it because a lot of engineering is getting outsourced. The companies in the U.S. are laying off their engineering and having a lot of work done in India, Russia, Ukraine, China etc. The engineers there work for maybe 10K a year in USD ?
