Yamaha TTR 230 Dirtbike won't throttle past idle, just starts sputtering and quits?

the carbs have been cleaned perfectly, its a stock bike so the jets are fine. what is the problem? it sat for about a year, but I drained all the fluids out. and put new ones in. so its not bad gas. what the heck is goin on here?
